RailRoad signs are glowing and can only be seen when wearing special goggles.

Details
Buy "RailRoad Goggles" from Tinker Tom. While you wear them, you will be able to see the glowing signs. The only signs that aren't glowing and don't require the goggles, are inside the RailRoad HQ. The goggles cost >200caps, weight 0.15 and use the model from Piper's Road Goggles. They give you 2 perception and can be upgraded with Misc modification. The mod has two variations - with and without the DLCs. The plugin is ESL master. Keep the plugin right after Fallout4.esm or after all the DLCs. No precombines are broken and the mod doesn't include new precombine and previs information. Use only one of the Main files.

Issues and limitations
Normally the "dead drop" signs can be seen during the mission "Boston after dark". Now they will be seen with the goggles even after this mission is completed.
Don't expect any complicated lore. I can't create quests and dialogues.

Compatibility
I think it is safe to use all kinds of mods, which edit the cells(even with generated new precombine and previs data), as long as their plugins are loaded after this mod. That's why I opted for ESL master this time.
Don't let other mods overwrite these vanilla materials:

Editing the glow effect

Now there are two files you have to edit if you want to change the glow effect:
\Data\Materials\SetDressing\Railroad\RRSigns02.BGSM
\Data\Materials\SetDressing\Railroad\RRSigns02AlphaWithWords.BGSM
although the second one is used for a few signs.
Get Material Editor, open the files and change the Emittance Color and Emittance Multiplier.

Cappy functionality

In the "Glowing RailRoad Signs - Goggles Edition - Cappy", the goggles have the additional functionality of the Cappy glasses. It's just for convenience, to see all invisible signs with the same goggles, there is nothing more to it. This also adds Nuka World to the list of required DLCs.
Warning! This is experimental and untested, because I haven't played through Nuka World yet.
