I can imagine the conversation now:
"You seriously expect me to volunteer to stand out in the rain and protect what?"
"Yes, we're the Minute-Men, it's what we do."
"In the rain, with no shelter, no where to sit, no where to sleep and no place to cook?"
"Yes."
"No way, we're an ARMY, not a rabble like the raiders. Besides, union rules say we need to have a seat, shelter from the rain, somewhere to sleep and somewhere to cook. Come on lets talk to the traders, see if we can use their brahmin to drag this old APC out of the mud, scavenge up some chair and beds and put up some shelter from the rain. And get that mechanic guy, what's his name? Sturges, out here to see if we can get the doors open on these APCs."
"Okay already, next thing you'll be wanting some light."

So I have overhaled all of the military check points apart from one I already overhauled in North End in my earlier mod Friendlier Commonwealth - North End Apartments. They all give the Minute-Men somewhere to sit, shelter from the rain and usually somewhere to sleep. Most also add a cooking station.
I also overhauled a bar / cafe / pub on Nahant to be "The Beach House". A sort of rest and recovery site for the Minutemen with a small medical ward, a doctor, some heavy metal protection and an old familiar face.
This is a test version, I've tested most of it, and it is ready to go, but there may be floating objects.
Update 28/09/2021 - Fixed a floating lantern issue.
Update 29/09/2021 - Fixed a floating chair issue.
FAQ:
Q. Is it okay to add to the game before you meet the Minute-Men?
A. It is okay to add to a current game. It actually does not change much, just cleans up debris, moves a few existing objects and adds a few. They're standard objects. Only in one checkpoint and the Beach House does it add new NPCs. It also does not change the vulnerability of the Minute-Men, so if they have died out, it does not replace them apart from the checkpoint north west of Watts Electronics near Mass Sand and Gravel.
Q. Does it break quests?
A. Not that I am aware of.
Q. Does it break pre-combines?
A. I'm still learning about pre-combines, so I'm not sure.
Q. Does it break combine harvesters?
A. No combine harvesters were hamrmed in the making of this mod.
Q. I found an issue / floating object / something that needs fixing.
A. Great, please take a screen shot of it and let me know.
Q. Oh hey do you know you made a spelling error on the screenshot of The Beach House?
A. Yep, I fixed it in the final mod. I'm too busy to take another screen shot.
