This is a weapon I picked up in Fallout 76 a while back, from Earle Williams' body. I was pretty pumped at first, but when I tried it out I was a bit underwhelmed. I thought to myself, "this would probably be way better in Fallout 4", and this mod exists to test that theory.
This is a Two Shot VATS Enhanced combat rifle, and to keep things somewhat fair (and to not completely outclass Overseer's Guardian), I made sure to use 76's Two Shot damage calculation instead of 4's. In Fallout 4, Two Shot takes the base damage of your weapon, adds that to your total damage, and divides it evenly between two projectiles. 76's Two Shot takes only a quarter of the base damage.
The weapon can be found for sale at Arturo's Commonwealth Weaponry in Diamond City. The mods it comes with are completely randomised, so it might be kitted out or it might be barebones.
