This modifies the High Confessor's Helm to give it some great buffs.

Okay, it's actually a helm. I called it a cowl mostly because I was afraid of mod conflicts. =)
You have to do some really dark deeds in Far Harbor to get the good perks. I got tired of doing that.
Besides, the High Confessor should have some grade A loot anyway, am I right?
His helm now contains the Inqusitor of Atom Perk *and* the same effect as The Robes of Atom's Devoted. If you know how to use those together you know that is a lovely combination.
How you get his helm is up to you. Once you have it you can pretty much blow off siding with CoA and still get the goods.
Sure you look silly wearing it, but nobody is going to live long enough to laugh at you.
I'm not going to explain exactly how to use it, because it's sort of an in-game secret/spoiler. I will say you use it exactly the same way you use The Robes of Atom's Devoted and the Inquisitor of Atom perks together and doing so is somewhat game breaking (though you can do this in an unmodded game, but you have to side with Children of Atom in Far Harbor to do it that way)
