change the base damage of some weapons to match those of fallout nv and 3

Some weapons got buffed others got nerfed like in previous games
The affected weapons are
Minigun damage 8 to 12
Hunting rifle damage 37 to 52
Double barrel damage 45 to 100
Laser gun damage 24 to 22
.44 revolver damage 48 to 36
Flamer damage 9 to 16
Railway rifle damage 100 to 30
Alien Blaster damage 50 to 100
Plasma gun damage 24 to 47
Fatman damage 50 to 400
Combat shotgun damage 50 to 55
Submachinegun damage 13 to 26
i made this mod to match my modded playthrough with lore weapons mods, i dont use melee weapons so i didn't change them
