The main design goal
For survival mode players

No longer worry about the passage of time when enjoying scenery or dialogue.
No longer do too many things or run all over the commonwealth in a single day with a low timescale.
Tell you the game time when you need it.

Now you can have plenty of time to talk with your lover,
and enjoy the sunset at the top of watch tower without worrying about something you should finish before night comes.
Now you can't cross Boston in a day. settlement location becomes more important to you to rest and supply.

Safety and compatibility
Can be installed/uninstalled at anytime.
Won't take up your 255 load limit.
Will dynamically overwrite timescale changes from other mods.
This mod won't start until you leave vault 111

FAQ
Q: I heard changing timescale may break weather...
A: The weather system won't be broken by timescale.
The "Timescale breaks weather" rumor mostly comes from the reason that the weather mod author set inappropriate [volatility] values in [weather] and [Climate] records which are lack of details in the CK wiki.
A low timescale will make a bad weather appeared to last very long becasue the [volatility] is set too low. Vanilla rad storm volatility is 5 and some weather mods set it to 1.2.

Q: I heard changing timescale may break XXX...
A: I never had any issue about this.
But If you are still worried about the risk.Just don't let the timescale goes too low.
The "Minimum timescale" option in MCM is for you.
6 is 100% safe.
