Replaces Institute Laser leveled lists with Plasma leveled lists

I hate Institute weapons and there isn't enough Plasma in the game in my opinion, so I killed two birds with one stone and swapped Institute with Plasma. Now all the Synths use various combinations of Plasma weaponry. You're gonna wanna load this below anything that touches Institute Weapons leveled lists for full functionality.
This is something that I made for my own use. I made it because I couldn't find anything on the Nexus. It's actually a fairly simple edit, but I know not everybody wants to mess around with xEdit so I put it on the Nexus.
If there are any problems please let me know, I don't want to kill your game so I'll take care of it ASAP :)
