This patches the Watt Laser Rifle for FROST and adds them to the right Levelled Lists.
The weapon now behaves like other FROST weapons in regards to damage.
The weapon is also de-levelled like other FROST weapons.

- Survivors, Alliance Soldiers, Federation Soldiers and US Army Remnant can also carry the Wattz Rifle.
- Many unique legendary versions of the gun can't be found for lore and balance reasons
