Removes the visual and audio effects of the sparks on power wires in settlements.

I don't know anything about modding, I have no idea why or how it works but it does for me. If you are having issues with the mod, I can't help you. This may break your game or fuck up saves, I have no idea.
Now, with that out of the way: This mod is very very basic and all it does is it breaks the link between the sparks object that appears from power wires and its sound and visual effects.
I made this because I had a bug like in the screenshot where the sparks thing was hanging around after I removed the wire and everything else around it. I didn't feel like rebuilding my base somewhere else but I couldn't find a fix for it anywhere. So I downloaded fo4edit and did some stuff. Now the effects don't show up for me while the mod is loaded.
Please, if you are better at modding and can fix the bug completely, fix it. For now, if that bug was driving you crazy like it did me, you can try this mod.
Note that this will also remove the "good" sparks that were on wires and then went away when you deleted the wires. It's a compromise I was willing to make.
