I was sick of raiders staggering me while I use a chainsaw on them. this removes the stagger effect from the player character but not from enemies. Simple.
I didn't want to mess with quest ids so add through console: player.addperk XX000f99 (XX being your load order)
if thats not correct type: help stagger 4 and it will be called "No Melee Stagger"
I made this with the GECK in about 30 seconds through a 5 year old forum post.
