Damage resistance has diminishing returns and is difficult to judge the actual benefits of the perk as a result. The weapon perks change your attack damage by a percent amount so the player can clearly judge the benefit. This mod will give 5% weapon damage reduction for the first point and 10% weapon damage reduction for the second point. Because I feel only getting the benefit while sprint a rather worthless perk I also changed both to be while simply moving. This makes it the opposite of the Rooted perk. It will give benefit while standing still and this will give benefit while moving. The perk level 3 is unchanged.
Note this reduces damage the game classifies as weapon damage. This is generally the majority of damage taken by your character. There are some types of damage that your character would benefit from damage resistance instead. However how much actual damage is being resisted is near impossible to be known.
I do not recommend installing this mod in a save game where the character already has the Moving Target perk applied. If you really want to do that then you will need to remove the perk with console commands and reapply the perk to get the % weapon damage applied.
