There are many dangers in the Commonwealth, and the thin sheet metal of a cobbled-together shack is little protection when bullets start to fly.  The survivors of the Quincy Massacre learned the harsh lessons that life has taught them well, and as their influence expands from New Quincy (formerly Sanctuary Hills) they have brought their knowledge with them.  Thick walls, self-reliance and a helping of distrust for outsiders can keep a settlement safe in the way no caravan slowly carrying a message to former allies in the Minutemen or Diamond City ever could.  A simple doctrine keeps them secure, three lines drilled into every settler's soul with near-religious devotion:

The Hive is shelter.
The Hive is safety.
The Hive is life.


Level 0: 6 jobs, initial industry and caravan connection
Level 1: 11 jobs, adds more recreation, shrine area
Level 2: 14 jobs, adds stores and visitor area
Level 3: 21 jobs, adds industrial production plots
