A bit frustrating to have no proper V.A.T.S. when starting a new game with high difficulty mods. So I made this little cheater.
MaxOutVATS will give you the maximum abilities of the following perks without having to level up and use skill points:
The mod does not change the perks or even touch the vanilla perk system. You can still invest into the perks. However, you cannot achive higher V.A.T.S. abilities by spending into these perks. The mod balances itself and ensures that you will always have the maximum skills, even if you have already invested or will invest skill points into these perks.
The mod won't give you anything that you can't get in the normal course of the game.
The mod does not change any game assets or alter any of the game settings. Mod can be installed at new game or mid playthrough. No conflicts to be expected.
