Premise:
VaultX was built some time between when Project Safehouse began in 2054 (when the Vaults first began to be constructed by Vault-Tec Corporation) and the Great War of 2077. It was designed to test candidates for the position of Overseer in other Vaults.

VaultX is built as a series of seven concentric sections, nested one inside the other, with an eighth section—the control center—at its core. Each of the seven sections tests a different S.P.E.C.I.A.L. attribute (PC skill). Only by overcoming the challenge can the candidate pass inward into the next section. Only candidates who pass all seven tests and make it into the control center can qualify to become an Overseer.

The Hook:
When Vault X first went into operation, a radio ad was created, inviting candidates to undergo testing to see if they had the right stuff to become a Vault Overseer. That radio ad is still running, and gives the location of Vault X. The ad mentions all of the comforts and perks to be found inside Vault X (unlimited food, drink); in the desolate post-war landscape, Vault X sounds like a place that might be good to explore for supplies, or to hole up.
