Don't let the title put you off if you hate Fallout 76; I simply couldn't think of a better title than by making this comparison.
Ever wonder why "The Last Mariner" plays as often as it does? Well, I did, and I ended up looking into it. Turns out it has not one, not two, but three entries in the MUSzExplore music type, meaning it's thrice as likely to play as most other tracks.
Once I trimmed those instances down, I decided to go further and expand the range of music you can hear throughout the Commonwealth. Each track only has one entry in whichever music type record it appears, and I have completely removed the urban tracks from the MUSzExplore type. No longer will you hear downtown Boston tracks unless you are actually in Boston. The main change I made is that the base explore tracks can now all be found in MUSzExplore, MUSzExploreCoast, and MUSzExploreFoothills. I didn't touch the palette tracks though, so you'll only hear those within their original regions.
This is how music works in Fallout 76. While the Forest, Savage Divide, and Mire/Cranberry Bog all have their own tracks (according to their filenames, anyway), they can actually play all over the map, which adds a nice bit of musical variety.
In summation:
-MUSzExploreCoast now contains ExploreDay, ExploreFoothills, and ExploreNight tracks
-MUSzExplore now contains ExploreFoothills tracks
-MUSzExploreFoothills now contains ExploreCoast, ExploreDay, and ExploreNight tracks
-ExploreUrban tracks are now confined to the MUSzExploreUrban type
-MUSzExploreUrban and MUSzExploreGlowingSea are unchanged, and their tracks are confined to those regions
