This is a major port settlement and Navy Shipyard/Hospital, there are seven settlements at this location and the entire area must be cleared of enemies and Barney's quest must be completed the turrets become part of the defense . There is a new weapons merchant thrown in there that looks like barney there is no voice to the npc. Workshops are located in the fish plant,boat rental place, house by museum, building by hospital, and warehouse on the NE side of the settlement by the LadyHa boat. There is a new settlement the Isle of LadyHa which can be reach by using the boat in Port Salem.
