*post edit* because this location has apparently 3 different build zones, and they're success in loading a certain bp, you should be standing at the vanilla fast travel point when launching the Garrison and next to the workshop when launching the Ragnaroc City bp. Needless to say, either one solo doesn't work so well. These were designed specifically to work in concert.
This is originally based on my Spectacle island Forest keep but has been viciously torn apart, rebuilt, reexamined and yes, sworn at a couple times.
This is intentionally divided into 2 files, one for ea half of the island for both clean loading as well as elbow room to build as I wanted it to be. It was Transfer settlements' 5000 item cap originally held me back on getting it to the grandeur I wanted for it. So, one file for north and the other for the south end.
