Patch to make settlers spawn with Horizon values when using Facials for Everyone

This patch makes settlers from Facials for Everyone spawn correctly with Horizon perks, inventory, health, factions and level multiplier.
Load Order:
- Facials.esp
- Z_Horizon.esp
- Horizon Patches
- Z_Horizon_Patch_Facials.esp
To see if it is working wait for or spawn a new settler and check their inventory, they should have a "Settler" weapon and no ammo.
Good to add mid playthrough but will only affect new spawns, any existing settlers will not be "fixed".
Pictures show "Before" and "After" settlers spawned plus gratuitious Dogmeat picture, "He's a good boy!"
