Tortuga is a Barge settlement with shipping containers and boats in the ocean between the Castle and Boston Airport. Everything that is already placed is scrapable so you can make Tortuga your own, this is my first creation kit mod so it may be rough around the edges, I also built it all after work so I may have missed some stuff that I need to add in an update if you find anything feel free to comment.
