The lines can only be triggered by certain lockpick and terminal lockout events and I didn't add greeting lines to the mod so it may be caused by another or a conflicting mod. Can you open your mods in FO4Edit to see if there's any mod conflict? (Check the record with the FormID '179EF').
There is a conflict, but it doesn't touch the mod I found the glitch in. The conflict is a Partial Form flag that gets overridden by other mods in my list. However, this shouldn't be the cause, because if I'm not mistaken, this flag just tells the game engine to ignore the information in the record. Not even sure why you put it there.
The mod in question is Elie's Army Bunker. She has 3 mannequins in it. They just seem like regular mannequins though. I'll have to try creating my own workshop mannequin to see if it does it as well. It's no big deal, I just thought it was funny. I was like, "Why are you talking to the mannequin?" It is your mod though, because when I deactivate it, the issue goes away. *shrugs
I use quite a few of your mods. They add spice to my game, so thanks. :)
Edit: Ok, I made a couple of mannequins with the workshop and there is no greeting, so it must have something to do with the mannequins in Elie's bunker mod. Sloppy edits would be my guess. Sorry to bother you with this.

I've noticed an issue with this when playing in 3rd person. After leaving the locking/hacking UI, the player character gets stuck in a brief speaking animation. Is there any way to remove this?
The player character speak only on specific events. After leaving the menu there are no more events to comment on. After exiting the hacking/lockpicking menu without success there’s a last comment. But what do mean by speaking animation? Frozen AnimFaceArchetype? Lips out of sync?
The character stands there moving one hand around with some lip movement (as if talking to someone). During that animation, I can't move. It's very short though.
Alright I understand now. In fact, this is normal. It’s present in the vanilla game and it’s not a bug.
After you exit the menu with an unsuccesful hack/lockpick your character says a final line like "Hacking this is beyond me" or something similar. It's in the base game that sometimes in 3rd person while your character's saying something an animation plays. These animations include some gestures too (like moving hands, head nod). They make your character a bit more expressive during talking. As I said, it's normal. You can also experience these animations when you "Command" a companion in 3rd person. During these animations your character can't move. So it's not a bug and there's no "lore friendly" way to prevent it.
