Hi there, this is a mod by me Cassius
It changes most of the terrain textures to create a Nuclear Winter Wonderland in the wastelands.
!Note! There is another mod that does the same thing, however as of v2 this one has more features! Say hello snow!

Installing is simple, drag the texture file straight to your data folder.
Make sure your INI changes have been done for textures, if you don't know what that is....
Download the zip from this blog post and replace your INI file with it's INI
