It can be looted from Brother Thomas, leader of the Pillars of the Community.

Brother Thomas only appears if the player is doing the Emogene Takes a Lover quest!
Otherwise he will be named Brother Andrew, Brother Simon, Brother James or Brother Matthew and will not wear the hat!
