Change the weather with a simple bat command! To change the weather, type "bat ccWeatherType" for example "bat ccClear". File names are as follows:

New! Change the weather with a holotape! To get the holotape to your inventory, type "player.additem xx000F9B" where xx is the mod's load order id.
Notice I recognize that this mod fails to activate with NMM, I have tried to fix this issue, but cannot figure it out myself. If one would be so kindly as to assist me in solving this, I would greatly appreciate that. NMM is now officially supported.
