redistributes collectible magazines & bobbleheads to non-quest locations

still BETA version - should work ... i mean the math looks solid
- have you ever wanted to just screw around and go on a collecting binge ?
BUT you couldn't because you have to progress halfway thru the main quest line
- well now you can because magazines & bobbleheads have been moved in non-Quest related locations
- all quests start when the mod is loaded first time
WARNING : discordant forces will not take kindly to you running around collecting all the magazines for yourself
BUGS :
- because i suck at scripting quests the magazine tracker quests do not ever get completed ... you will have to manually uncheck them when you are done collecting
