Removes the ambient wind and rumble from interiors

I understand why Bethesda added wind and rumble noises to interiors, to make it feel less empty in places but the noise they added is far too loud. This bugged me to no end so I have decided to release this mod, which either removes or reduces the noise in question.
The AIO version only requires the Vault Tec workshop as it removes the noise from Vault 88, there will occasionally be louder rumbles (in Vault 88) but this is intended as they are not constant. This mod works but replacing the original .wav files with blank ones. This means the lack of wind and rumble will apply across the board (including Home Plate, thank god!)
