Compatibility patch for Horizon 1.8 and FCOM 3.1

This is a patch for using FCOM with Horizon. All of the troops' stats and perks, as well as the equipment in some cases, were adjusted for Horizon balance. I've also added prefix to the radio and the holotape.
Important Note: You have to make a clean save without FCOM if you want this patch to work properly. Enable both esp simultaniously, then load the clean save.
In a load order FCOM must be on top, then Horizon, then the patch:
Fallout4.esm
...
FCOM.esp
...
Z_Horizon.esp
...
FCOM - Horizon patch.esp
