Assign Supply Lines and create shops/crafting benches without having to invest in charisma.

One thing I personally dislike about the settlement system is how in order to get any real benefits from it, you have to raise your Charisma to 6 and then invest two points into 'Local Leader'.
I don't think it should need a charisma investment as you shouldn't be convincing settlers to do things that can directly improve their quality of life, so now the requirements to create supply lines, workbenches and stores have been completely removed!
To replace the Local Leader perk, a perk to that works the same as Lady Killer/Black Widow has been added to the Charisma 6 perk slot, however this perk will work on your chosen character sex instead of the alternate.
