Removed about 10 of the 'Unowned' suits of power armor in the wasteland and makes fusion cores a precious commodity.
Using the Fallout 4 wiki, I found and removed about 10 sets of power armor from the game world in the Creation Kit. The main suits that remain are those found locked away behind military gates, or ones that are placed so that enemy NPCs will enter them.
Does not remove the PA on the roof of the museum because it would probably break the quest. However, I did find out how to make it weaker so that it won't last as nearly as long. Reduced durability of all pieces by at least 50%. For example, the Torso now has 50/300hp remaining, and the helmet has 7/50hp remaining.
It also removes a lot of the leveled list shop entries for fusion cores being sold so that they are extremely rare. I also added an entry that should theoretically make them spawn in shops with varying levels of charges, rather than always being 100/100.
Next, it changes the player level required for each set to appear. By default, X01 starts spawning around level 28. I changed it so that armor spawns will be T45 till level 25, then T51 starts appearing till level 50. From 50 to 75 you'll see T60, and then from 75 onward you will see some X01.
Lastly, the price of them has increased significantly, so that even if you have a set of power armor and a core, you have to choose carefully on how/when you use it.
I don't really have time to test this extensively, so feedback is welcome and I'll see what I can do if changes are needed.
