This mod open to requests. Any clothes you request, unless you specify otherwise in advance, I will make the dirty versions, clean versions, AND custom versions worn by other characters in game all be treated as vault suits. This way, should you start out with one version of an outfit and switch to another version later on, you won't lose the special vault suit comments.
Will also add vault suit lining where possible, unless you request otherwise.

Hey I don't know if you are still active or not but could you explain to me how you did this on Xedit? I am trying to apply the keyword for some armors myself, but I am at a loss. I crossed referenced the vanilla vault suit and checked all the keywords but it won't work in game.

Are you certain you don't have any mods that could somehow be conflicting with what you're trying to do? You might have to load your fix at the very bottom of the load order.
not so sure about the vault suit keyword but I'd be all for vault-suit linings and ballistic weave on the Brotherhood suits and Synth uniform (Synth Renegade uniform too if you have Neon Flats).
Then, I don't expect this to be added, but it would be at it's most realistic if under armour and under armour only counted while you're in Power Armour. By script or by making the frame occupy the armour slots.
For the Brotherhood suits and Synth uniform, I would suggest checking this mod first. I mostly add in vault suit linings and ballistic weaves as bonuses for mods like this one, in part because they're nice features to have, and also so that if others are running the mod I suggested to check out (or mods like it), my mod won't remove features from that mod (so long as my mod is loaded after that one).
As for the Synth Renegade Uniform, I do not have Neon Flats, but may get it in the future. If I get it in the future and someone else hasn't already made a mod that adds those linings to that uniform, assuming I remember, I'll make that mod myself. I don't make any guarantees though, since Neon Flats does cost money to get and I don't see me actually using it very much, even though it does look very nice.
I'm not sure I understand what you're requesting for the power armor. I may be wrong since I don't use power armor much, but I thought under armours remain on while you're wearing power armor. Are you wanting vault suit comments to continue happening while in power armor? If yes, I can look into it, but that's a bit more involved, so it might be some time before I can put together a mod like that.
So I've found a mod that may work for you. I don't think it adds vault suit linings, but it does add ballistic weave. Creation Club Enhanced? If this mod works for you, please let me know. If not, I'll add your request to my list now that I do have Neon Flats.

Institute: Synth Uniform- Ballistic Weave and Vault linings. Railroad: Synth Renegade Uniform[CC]- Ballistic Weave and Vault linings. Minutemen: Minuteman Outfit- Ballistic Weave and Vault linings. Sadly looking at the material of the Minuteman Outfit only Ballistic Weave makes sense, unless someone made the Sole Survivor a unique version where they wear the jacket and trousers over their vault suit. But I would prefer the option over not having it.
I don't expect any of this from you, and if I were getting a new PC any time soon I'd be patient and do it myself but that's not going to happen with current goings on.
This mod should add vault suit linings and ballistic weave linings to almost all the outfits you mentioned. Since it doesn't add those features to the synth renegade uniform, I'll add that one to my to do list and either post it here in optional files or on a separate mod page. I'll send you a message when it's up.
Can I be recognized as wearing Silver Shroud still when I wear the Silver Shroud outfit/armor? if I can be recognized as both the silver shroud and wearing a vault suit that'd be great as well, but i dont know if that's possible. Because I kinda made a custom silver shroud with vault tattered vault suit underneath the coat.
I don't see why it wouldn't be possible. Am I correct in assuming your Silver Shroud outfit is already a mod? If yes, I would need to take a look at the mod and possibly get permission from the original creator to modify their mod to fit your request. If it's a mod you made, I would need you to send over the files to me so I can adjust them accordingly.
Honestly, I have no idea and they didn't add any details as to why when they requested the mod on Reddit. I just figured that since I've done some personal edit of other mods via F04Edit and I could also get advice from Elianora's discord to make sure I do actually know what I'm doing, that this would be a simple enough mod for me to make as my first ever mod for public use. Your guess is as good as mine.
Me myself I want this, but for me it was because I've literally modded myself to wear a vaultsuit underneath every outfit. For example I customized my minutemen general outfit with my vault suit underneath the coat, and to my silvershroud as well then my army fatigues and so on. And there are some dialogues that could be triggered if you are wearing a vault suit. So, I like to think that wearing a vault suit til end game is considered canon myself so I needed this mod. Thank you.
I wear army fatigues suit, it's the best that can be weared in that 3d mesh, and i like vaults comments. My life is now complete. I'll have to test it, thanks.
No problem. I may upload more clothes in the future, if there's interest. The mod wasn't my idea, but the more I think about it, the more I don't see why in the world our character can't just be wearing the vault suit under other clothes. Heck, it is pretty much marked as underwear in game anyway. Which is also why I flagged the fatigues for adding vault suit linings.
I hate to be the bearer of bad news, but... Piper always refers to the Sole Survivor as "Blue" even if she's never seen the SS wearing a vault suit at any point in the game.
I know that, but her dialogue about why she calls you Blue changes slightly depending on whether you have the vault suit on at the time or if you're wearing other clothes instead.

Edit: Nevermind, I managed to do it fast and fixed the bone data issue that caused armor above the suit to float.
