To make sure this works you need to nuke everything in the settlement first of all and i mean EVERYTHING then just inport with all the options on (you dont need all the options on but theres not reason not to have them all on) than let it load and make sure nothing clips you will also need to scrap and/or disable things around cuz it doesnt see some thing then and you should be good
