Adds a new Institute Armour to the Game.
this Armour is an asset for a future bigger mod, but I thought it would make for a nice standalone amour.
the armour is a bit better than the combat armour.
the rifle is a place holder and will be changed in the next update as of now it just has slightly different effects and base damage boost from 25 to 30 base damage as well as a slightly better magazine.
Location: can be found behind the statute across the sanctuary hills bridge (see pics)
Made up lore bits:
The "03A1" was used in the valkyrie-prison project as a prison guard uniform and was based on a armour type used during the resource wars by the European commonwealth.
only a total of 64 were ever made since the valkyrie-prison program was classified as a total loss to the Institute.
as of today, all communications attempts with the prison have failed.
the original uniform had a white and blue theme with the prison logo on the helmet, this was changed on the remaining armour that didn't leave the commonwealth.
(we all love some cringe fan fic ;D )

-all items are now separate
-fixed the underarmour
-fixed the Spec value for the materials
-slight texture changes to the underarmour
-added a very old amour that i did 3 years ago (is just one piece)
-still no CBBE support
