I just wanted to get this out before Christmas so people had some chance of using it. SO happy winter holidays!

O_O Also the MCM menu is really rough I Kinda rushed to post this...
Also Also you can make it Halloween and Christmas at the same time. if your into that sort of thing...

How to use Short Version:

Make it Christmas:
In the Holiday control menu:
toggle controlling Winter holiday events = OFF
In the Overrides menu:
OverRide Winter Holiday Time = ON
Toggle Winter holiday events on and off = ON

Make it Halloween:
In the Holiday control menu:
toggle controlling Halloween events = OFF
In the Overrides menu:
OverRide Halloween Time = ON
Toggle Halloween events on and off = ON
How to use Long version:
Install the mod
Open MCM when it's found the System Time Framework Menu(I think it will say found new menu or something in the top left)
Open the "System Time Framework" (that's what it's called) Menu
ONCE in the menu their are two options: Holiday Control" and "Overrides"

Holiday Control:
In this menu their are two options, "toggle controlling Winter holiday events" and "toggle controlling Halloween events"
for both theses items if they are "OFF" then the mod controls the diamond city holiday events.  If It's "ON" then the events happens as normal: on the day of and on the month of based on in game time.  I realize that this is un-intuitive so I'll probably change it soon.
if the options are set to "OFF" then the holiday events still happen as normal:on the day of and on the month of based on in game time.  This happens because I haven't finished the mod yet.  BUT if the option is set to "OFF" it will allow you to use the corresponding options in the Overrides menu.

Overrides:
in this menu are four options for controlling the holiday events that can be broken down into 2 categories: "Override buttons" and "toggle buttons"
Override buttons:
Over ride buttons tell the game to ignore the time and just turn the holiday event on or off. but the control of the event has to be enabled in the first place in the "Holiday Control" menu.
Toggle buttons:
the toggle buttons set the events on or off regardless of time.  Though the corresponding override button has to be turned on.

Why the Rush?:
I wanted to get this out before Christmas this year.  I made the mod because I wanted to see the diamond city Christmas event now since it's the winter season. So I wanted to give everyone else the same opportunity and it's... the 20th..... I tired.

The MCM Menu is Rough?:
Yeah, No spell checking, some of the options are very un-intuitive, and I have no idea where that picture of a cactus came from...
Bugs:
I haven't figured out how to over ride the dialogue the guards make so that doesn't work yet.

Do you really think you'll get this to work?:
Maybe? I'm totally self taught and Don't TOTALLY understand what I'm doing.  but I heard something like, "I can get the system time form a flash object, I can call a flash object in game as a GUI, and use the data from that in the mod" So I just have to figure out how to do any of that :D

UPDATE:5/18/20: AGH It's bee so long DX.  Learning how to edit SWF files is really a brick wall in the development of this mod.  It took this long just to learn the RIGHT program to edit them with.  I tried using flash develop but eventually learned that it would seem you need to use Adobe's proprietary program to edit swf files, and their is no other way (Which seems mean). 

Which technically makes a little bit of sense cus I THINK, I don't know, But I thnik SWF isn't actually a coding language. I thnik the language is action script, a SWF file is a labor saving utility made by the adobe company. (And having a proprietary editor for that utility still seems mean.  Less so then having an entire proprietary coding languge but I still don't like it.)

So I finally got over it and downloaded the program, then I got confused, got depressed for unrelated reasons, went to therapy,  and wasted my 7 day free trail WAH T_T ! 
When I get my dander (what does dander even mean?) back up enough to try to learn flash coding again, I'll bite the bullet and pay the $20 to buy the swf editor (technically FLA editor, It's called Adobe Animate. I can give you details if you want em) and try and figure out what the crap I'm doing
