Creates a concrete, two story with roof access diner at Tenpines Bluff, Diner is on 2nd floor and overlooks the garden, has plenty of defense, water, and food. not the best settlement but definitely one I loved making, requires the DLCs, Neon Flats creation club content,Wasteland Imports, and the Place Everywhere mod. not overly sophisticated but certainly something to put there.
