A small patch that allows the OCD settlement menu to play nicely with Horizon.

Horizon adds in many things to the workshop, one of those is the Architect menu. Unfortunately, when using OCDecorator and Horizon together, the OCD menu will not appear. I created a small patch so that both menus will appear.
The patch was very simple to make in FO4Edit; the steps were detailed on the Mcface's mod page here - https://www.nexusmods.com/fallout4/mods/4270/?tab=posts however nobody has uploaded a patch, so I thought I would take the liberty!
Because of the way Horizon alters the settlement menus, other mods may have conflicts with their menus appearing as well. If anyone has a request for a specific mod to be patched so that it's settlement menu appears, please let me know.
