There has been no new version to Alternate Settlements (1.2), so that beam is in there. The SKE version of AS is needed. If the non-SKE version is installed, here is the warning from the description page: If the non-SKE version of Alternate Settlements is installed in your game and you want to install the SKE version, you should know that risks breaking the Workshop Menu (for AS). So, you may have to go back to a previous savegame. Or try to repair the Menu with Workshop Menu Missing Tabs Fix.
If the SKE version is installed, I would try to reinstall it or move it in the order list.
The beam should be present when you browse through the elements of AS in construction mode, so it is the reference of the beam that is different between the BP and the AS installed in your game. Or it is a bug that may resolve itself after reinstall.
Another nice one, how do you pull off the slight different height floors? Is it a build set with certain snap points or trick? I wanted that to pull off a build but don't know how to do that.
Place Everywhere allows to manipulate finely the objects. So, to place a ground tile at a different height, you just need to highlight the one you want to move up and use Numpad 8. Use / and * to choose the step.
Thank you for these! When I build, they all end up looking like Richard Meier buildings. I love his architecture, but they also look cold and sterile. Your blueprints are clean, but they also have heart; a nice garden here, a nice pool over there. Thank you!

Edit: I got it finally to work after re-installing Alternate Settlements. Beautiful blueprint!
