I have made it so you can use NMM Download button and the blueprint will appear in Transfer Settlements Import tab.
Built a building that may be a good start to a settlement or a base of Operations. A higher percentage of this Blueprint is furnished and decorated than my first Blue print, (Vault 88), but it's also much smaller area. Again, built with only Vanilla assets, but some DLC required.
