Makes the Commonwealth's stingwings friendlier, emphasis on FRIENDLIER.

The stingwing, the Commonwealth's mutation of the scorpionfly, and yet another scavenger turned hunter.
It sure seems that Bethesda likes making scavengers into predators, eh?
Well, I went ahead and fixed it, and fun fact; real life scorpionflies can't sting.
As always, it should be noted that this may not affect stingwings spawned before installation or stingwings from other mods.
Also note, they have been made neutral, and will attack if provoked, but they're only provoked by attacks.
Another note, for some reason, stingwing chasers are still hostile, so don't let your guard down.
