F4 leveled system is stupid so this may help
Changes most NPCs health so it makes sense. Requiere Far harbor and Nuka cola

Requirements
Permissions and credits
NukaCola  and Farharbor required
Changes:
Complety removes the infinite hp scaling in some creatures
No changes in leveled list and other random stuff
Glowing creatures now have slow heal rate and emit radiation 
Buff health in the low levels and nerf the high levels
Buff in Hp human race to 120hp
Humans have around 150-200hp
Mutants: 210-340hp
Behemoth: 2000-3500hp and 5 times less damage resistance
Synth: 180-280hp courses up to 360
Ghouls: level 9 180 hp up to level 52 330 hp, reduced damage resistance except the ones whith armors.
the high levels fat ones have 840hp and 25damage resistance
The glowing ones heal himselfs slightly faster and have greater HP and damage resistance
melee damage increased in low levels and nerfed slightly in high levels
The rest: Buff in health and damage in low levels and nerf the high levels.

RECOMENDATIONS:
this only fixes the npcs health scaling you need other mods for the player health
dont use the op perks that alter the weapon damage like comando

Frist mod so i would appreciate any feedback

HIGHLY RECOMENDED MODS: 
Ubugus Health Scaling or other mod for the player health, i personally use this but whith 1 hp per level

Damage multiplier for very hard if enemies still feel spongy
