Vanilla shotguns are fairly weak for their purpose. You want to get up close and blast as many pellets as you can into your enemy, but for whatever reason, this doesn't seem to do much.

Not wanting to give the base weapons a simple damage buff, I elected to do something different. Shotguns now receive double the damage buff from corresponding perks.

Max rank Rifleman will add 2x the base damage to the base damage, effectively making your Double-Barrel and semi-auto Combat Shotgun do 3x the damage. Max rank Commando will add 2x the base damage to the base damage, effectively making your full-auto Combat Shotgun do 3x the damage. This, of course, will also come with the benefits of each perk like normal, so chance to cripple for Rifleman, high chance to stagger for Commando, etc.

So here's a quick comparison (percentages are the same for both perks):
Old Rank 1: 20% more damage
New Rank 1: 40% more damage

Old Rank 2: 40% more damage
New Rank 2: 80% more damage

Old Rank 3: 60% more damage
New Rank 3: 120% more damage

Old Rank 4: 80% more damage
New Rank 4: 160% more damage

Old Rank 5: 100% more damage
New Rank 5: 200% more damage

200% "more" damage does not equal double damage, it's actually triple. Say the Combat Shotgun does 100 damage, at Rank 5, you take 200% of that 100 damage, which is 200, so now the weapon does 300 damage.
