   Kinda late, but you have to create the workbench for that, it's called 2LE i think, it's the first one on the crafting section when you use workshop.

      still wont work for me. do i have to have something selected when downloading other then the obvious one

   Same here. I added Legendary Mods to FO4 v1.10.163 using Vortex Mod Manager, I have Windows 10. Here are my mods that are active:

   vortex says that two legendary effects are active but I cant get it to work
