      I don't have Fallout 4 installed ATM …but from memory, the generator and a PCPO wall socket are on the wall behind the recruitment beacon. Perhaps if you remove the connecting wires and then reconnect wires anew,  it will power up.
      The PCPO version I used is the very first file found here;

      I'm not sure what you mean.
      But I'll take a stab at it anyway.
      The base (with all the empty buildings) that my blueprint is built upon is Clean and simple startup
      This is an "all in one" mod.
      If you only require the base mod for Hangman's Alley then  perhaps this will get you there.

      This is simply there to advise anyone who may currently have a settlement blueprint in slot 38.
      Your mod manager will load it there.
      In the game, the name will just appear in your list of available blue prints

    I see the work you put into this, but fail to understand why you would have hi-tech institute beds and lots of nice stuff, and every window has broken glass. That throws the balance completely off. It looks odd. The build itself looks cool.

      The existing buildings with the broken glass are part of the clean and simple startup mod... There may be mods that have unbroken glass in those specific wall segments, but I am not aware of them at this point in time.
      My play-through this time is all about rebuilding one step at a time.... this game world is in a state of transition and replacing new for old should evolve gradually.
      In real life, my home has some areas that are in need of renovation/restoration.... I have items in my house that were made in the late 1800s.... some that were built in the last six months. And the room I am writing this from has a cracked window pane that I am hoping will be repaired soon..(it is on the list)
      I see this settlement as being freshly obtained and in a state of transition.... perhaps the broken windows will be boarded over to protect them from the weather until they can manufacture/scav the resources to repair them.

      This settlement mod might be seen as a template for the end user...as it says in the description;
      "There is plenty of space to personalise the settlement to one's own taste."
