Aquaboy revisited
Radiation is one of the central themes of Fallout.
Aquaboy takes this factor out of the game. In addition it gives you the possibility to just enter the water, and swim, unmolested, to any point of the coast - and you are even faster than on land.
To mitigate this, i put the limit for Tier 1 from Level 0 to 30 and for Tier 2 to 40.
This keeps the perk on its place on the chart and you can still buy it, but later.
