Purpose
Updates the Quick Hands perk so that the higher two ranks reload even faster.

Modified reload speeds are as follows:

Compatibility
To avoid conflicts, do not use in combination with any other mod that changes the Quick Hands perk.
Known Issues
I've noticed that once in a while, the reload speed on the weapon reverts to normal. If this happens, change to another weapon, and then back again. This will re-apply the reload speedup effect.

- Rank 1 - 35% (same as vanilla)
- Rank 2 - 65%
- Rank 3 - 100%
