I didn't want to give myself a leg up on loot in my Fallout 4 play-throughs, so I went through the scrap loot entries by hand to nerf loot totals. Amounts gained range from ~30% to 0% of the original loot amounts.
This only replaces the scrap loot entries, and I flagged it as an .ESL-type .ESP so it doesn't bloat your load list.
