Adds a Ring with the Silver Shroud Outfit effects.

Adds a Ring into the Red Toolbox near the weapons workshop at Sanctuary Hills.
The "Silver Shroud" Ring has the effect from the Silver Shroud Outfit, so you can play the Shroud Questline without wearing the outfit.
Also has the Outfit stats: -15 Energy Resistance
-15 Radiation Resistance
-1 Agility
-1 Perception
The Silver Shroud Ring is now craftable at any chemworkbench.
Known Bugs: If you equip the original Silver Shroud Outfit the ring disappears. (Not sure how to fix it)
