use this fallout 4 tool Lazy Voice Finder use it on the Fallout 3 game as it should support that game
use creation kit to find the dialogue for his voice use voice finder to know what dialogue to use
make directory like this one
Sound\Voice\Jericho.esp\NPCMJericho
put wav files in there
in fallout 4 folder/tools there should be creation kit move all files to the fallout 4 exe
use that for his lip sync
