Simply adds some low-level perk requirements to the weapon modifications for the Flamer and its variants. I tried to keep in line with the other heavy weapons, but nevertheless it was somewhat difficult choosing which perks to use as some of the mods don't really fit easily into one specific category. I tried to keep as true to the vanilla style as possible despite this.
Perks are not too demanding as the weapon itself is somewhat underwhelming without a legendary effect. But, I like balance and completeness in a game, and a weapon that could be modded without any requisite elements just felt.. off.
