Adds emergency road flares to the game.
Currently only obtainable via console commands. The item will be called "Emergency Flare".
Will add to level lists once I can figure out how to make them last longer. Have tinkered with it for 2 hours trying every value that has to do with time, but nothing seems to work. I'm wondering if the time is hardcoded to the flare animation itself. Any help or input is welcome.
Only bug seems to be that sometimes the flares will fall through the ground. I'm not sure how to fix this, but again, input is appreciated.
I did not make the model. The model is from Genaxx's glowsticks redux mod found here:

I did create the flare texture myself as well as all edits in the .esp.
