Very simple mod for people who don't use other weather mods - This makes the overcast weather less common

This mod takes half the chance for overcast weather and gives it to very clear weather.
So if an area previously had a 30% chance to be overcast and a 10% chance to be very clear, with this mod it will have a 15% chance to be overcast and a 25% chance to be very clear.
Some areas that were mostly always overcast, such as the downtown areas, are now sunny more often.
If you want to use this mod with other mods that edit weather, climate, day/night cycle settings, or region settings, then you will need to carry over the changes in Fo4edit. It's very easy to do so.
