Built out optimized vanilla Sanctuary blueprint. You should maintain 60fps everywhere with a couple specific spots dropping fps to 45 or 50 fps. Hardly went over vanilla settlement budget which is how I maintained decent FPS.

I'm going to keep the description page short. This is a blueprint not a mod, and cannot cause bugs in your game. Issues with the blueprint are caused by user error or by the Transfer Settlements mod. I am not taking requests. Please refer to screenshots or video for blueprint layout.
Additional Information
To install use the mod Transfer settlements and install this blueprint into your FO4SE > TrasferSettlements > Blueprints folder. If you dont know what I'm referring to read the transfer settlements mod page.
When importing the blueprint scrap everything using the council command or using the scrap settlement option in the transfer settlements mod. look around make sure everything is as you like or want it and if you dont like something that was scrapped then just load up the prior save and import again but dont scrap.
Mod only uses vanilla assets, and is basically in settlement budget so you should sit at 60 fps everywhere in it, a couple specific spots will hit you and take you down to 45 or 50 fps.
